This deliverable aims to present an updated version of the plan for dissemination and exploitation including communication activities and the associated actions that will be implemented during the BlueRev project. This document also presents an overview of the actions implemented during the first year of the project in comparison with the initial version of the dissemination & communication plan (D6.1 – Month 6). It builds on the original strategy set in M6, conducting an evaluation of the activities undertaken in the first year of the project and describing the focus of the dissemination during the second and third year.
In collaboration with Task 6.5, led by APRE (Exploitation manager), the present deliverable addresses the update plan for the exploitation and sustainability strategy, aiming at ensuring the timely promotion of the project’s outcomes and engagement of parties outside the Consortium, interested in using or adopting them.
In addition, this deliverable describes the updated action plan for support tool that will enable the BlueRev stakeholders to operate within the project goals of Piloting. The online tool is referred to as the result of the Task 2.3 Support tool (Task leader: LOBA, Partners involved: all) (M1-M36) but it was decided by the partnership, since it is developed by LOBA, that its initial steps (development, function etc) can be integrated in the CD&E deliverables.
The leader of WP6 (LOBA) is responsible for:
• the overall management and support of the activities defined under the present dissemination and communication plan and develop the main tools and materials to be used for the implementation of the plan.
• monitor the dissemination and communication activities, assessing the performance and identifying necessary corrective measures.
All the partners are also actively involved in conducting the assigned dissemination and communication actions and are highly committed to ensure a satisfactory dissemination of the project results. In general, the partners’ expected contribution is to:
a) support the communication and dissemination of the project with activities in their own countries among their contacts and networks;
b) provide news and updates for the website and newsletter;
c) help to keep the project’s social media accounts (SMAs) alive and active, by suggesting/providing relevant content to be posted on BlueRev social media by LOBA, and to post relevant content about the project on their own channels mentioning @BLUEREVEU;
d) Participate in relevant events to promote the project and its outcomes;
e) Contribute to the scientific papers mentioning the project.

D6.1 Plan for dissemination and exploitation including communication activities
The objective of this deliverable is to provide a detailed overview of the dissemination, communication, and exploitation strategy that will be implemented during the BlueRev project. This strategy is integrated under WP6 Dissemination & Communication, exploitation and replication.
As WP6 leader, LOBA will be responsible for the overall management and support of activities defined under the present dissemination and communication plan, including monitoring the performance and developing the main dissemination and communication channels, tools and materials to be used during the project. In collaboration with Task 6.5, led by APRE (Exploitation manager), the present plan will also address the exploitation and sustainability strategy, aiming at ensuring the timely promotion of the project’s outcomes and engagement of parties outside the Consortium, interested in using or adopting them.
The Dissemination, Exploitation and Communication plan outlines a detailed planning of the dissemination and communication activities systematically, intending to perform actions and campaigns that reach specific groups and audiences for specific purposes. The first version of the exploitation and sustainability plan included in this document, provides the strategy, methodology, and tools to be implemented during the project to pave the way for the exploitation of its results.
The current version of the exploitation and sustainability plan also includes an overview of BlueRev´s Background and Foreground Intellectual Property and a preliminary screening of the project’s key exploitable results along with potential pathways for their exploitation (as identified by all partners using a dedicated tool, we dubbed as the IPR Matrix) as well as an individual exploitation plan per partner. The exploitable results of the project as well as the provisions pertaining to their exploitation will be updated during the project to deliver the “Final Exploitation and replication plan” (D6.5) in M36.
All partners will be actively involved in the dissemination, exploitation and communication actions implementation, and their involvement will contribute to satisfactory dissemination of the project’s objectives, activities, and results. In general, the expected contribution from partners is to:
- Implement publicity and dissemination campaigns in their own countries and at European level;
- Exploit their contacts and networks;
- Supply news and updates for the website and newsletter;
- Help to keep the project’s Social Media Accounts (SMAs) alive and active;
- Participate in relevant events to promote the project and its outcomes;
- Contribute with scientific papers acknowledging the BlueRev project.
D3.4 Report on the governance models in the pilot regions
Coastal communities are grappling with challenges arising from the climate crisis, rural depopulation, and economic pressures. The BlueRev initiative addresses these issues by focusing on empowering coastal communities, reimagining policy frameworks and fostering adaptable governance structures. These initiatives aim to revitalise local economies through engagement with the blue bioeconomy.
To understand the dynamics influencing blue bioeconomy value chains, a comprehensive governance analysis is conducted across three pilot regions, in addition to one overseas territory. The analysis utilises the Governance of Innovation Systems (GOIS) approach, an extension of Technological Innovation Systems (TIS), to examine governance structures facilitating or hindering cooperation, innovation implementation, upscaling and dissemination.
The GOIS analysis is structured around six key functions: Knowledge development and dissemination, resource mobilisation, direction of search, market formation, legitimacy creation, and entrepreneurial experimentation. Data collection involves interviews, workshops, and desk research to evaluate governance effectiveness in these dimensions.
The results contribute to the development of recommendations in Work Package 4 (WP4), focusing on local governance but encompassing private sector and national governance aspects. A custom Large Language Model (LLM) specialising in TIS analysis aids in the initial assessment, with subsequent control and refinement carried out by researchers.
Three pilot regions within the European Union are examined, acknowledging the impact of EU policies on marine and aquaculture resources. Key policies influencing fisheries and aquaculture include the Common Fisheries Policy (CFP), Common Market Organisation (CMO) regulation, European Maritime Fisheries and Aquaculture Fund (EMFAF), Strategic guidelines for EU Aquaculture and the Farm to Fork Strategy.
The governance analysis serves as a foundation for generating recommendations aimed at fostering economic, ecological and social development within blue bioeconomy value chains. By understanding existing governance structures, the BlueRev initiative seeks to pave the way for sustainable and innovative practices in European coastal communities.
D2.1 Stakeholders’ board structure, communication tools and rules
The document contains the description of the set-up procedures of BlueRev Stakeholders’ Board (SB). The set-up of the SB is foreseen by M3 (November 2022) as basis for BlueRev stakeholder engagement activities rooted in the whole project since its early phases.
The main activities of the SB will include providing input on governance, business models and social innovation at regional and local scale; participation in workshops; evaluation of Governance/business models/KPIs/models for social innovations developed within the project.
This document provides an overview of the role of the SB within the project and how the engagement of stakeholders will contribute to project objectives and impacts. Both the structure of the board and how it will be used in the project, in compliance with General Data Protection Regulation (GDPR), are described in the first sections of this report.
